Did James Jeffrey lie to Trump about US withdrawal from Syria Kurdish regions?

A US Republican Senate member is outraged that US Envoy to Syria affairs, James Jeffrey, hid information about the actual number of US troops in the Kurdish regions of Syria from outgoing President Donald Trump and called for his punishment.

James Jeffrey said in an interview with Defense One two days ago that he and US officials in Syria had hidden real information about the withdrawal of US troops from Syria and the number of US troops in the country from Donald Trump.
Trump's special envoy for Syria who is also representing the United States in the anti-ISIS coalition and is said to be stepping down, has clearly denied any withdrawal of US troops from Syria. He stated that the withdrawal of the US troops from Syria has never happened.
In fact, the number of US troops currently in Syria far exceeds the number that Trump has called for in Syria, James Jeffrey said.
The issue has angered a Republican senator, who has called for the punishment of James Jeffrey and other officials.
Republican Rep. Jim Banks, a member of the Congressional Armed Services Committee, told the National Review that falsely claiming Trump as commander-in-chief of the United States Armed Forces is a matter of national security and that their actions violate their commitment to work. For this reason, these people should be punished.
CNN Senior National Security Correspondent James Shito notes in his book that US officials tried to persuade Trump to prevent more US troops from leaving under the pretext of protecting Kurdish-controlled oil fields.

James Shitto, quoting some US defense officials, approved the efforts of some US officials in Syria to prevent more US troops from leaving Syria and to give Trump false information.
The National Review also reported that related institutions in the United States were silent on the issue and declined to comment.
