به گزارش کردپرس در این نامه که خطاب به آقای زوراب پولولیکا شویلی نوشته شده؛ آمده است:

به استحضار عالی می رساند که استان های بزرگ و زیبای کرمانشاه و کردستان در غرب کشور ایران به سبب ظرفیت ها و جاذبه های طبیعی ،تاریخی و فرهنگی فراوان ازجمله مناطقی هستند که تاکنون به دلیل ناشناخته بودن و برگزاری کم رویدادهای منطقه ای و جهانی ، مورد توجه گردشگران واقع نشده اند.

مساحت این دو استان به میزان 54135 کیلومتر مربع و جمعیتی بالغ بر سه میلیون و پانصد هزار نفربوده و میراث تاریخی و فرهنگی ویژه ای از آن در فهرست آثار جهانی یونسکو به ثبت رسیده است که نمونه آن کتیبه تاریخی بیستون، منظر فرهنگی هورامان ،کرمانشاه شهر خلاق غذا و سنندج شهر خلاق موسیقی است.

مضافا آثار برجسته دیگری نیز از این دو استان در نوبت ثبت جهانی قرار دارند که عبارتند از کاروانسراهای تاریخی، طاق بستان، غار قوری قلعه و بناها و فرهنگ ها و سایر موضوعات تاریخی و فرهنگی .

یکی از مهمترین جاذبه های فرهنگی این منطقه از کشور ایران موضوع میهمان نوازی گردشگران است که در کمتر نقطه ای از کشور یافت می شود .

در سال های پیش فعالین مردمی توسعه گردشگری در فصل برداشت انار در منطقه اورامانات فستیوالی را طراحی نمودند به نام انارانه که بسیار مورد توجه گردشگران واقع شد و با توجه به اینکه محصولی مشترک در سطح منطقه بود استانهای کرمانشاه و کردستان و حلبچه عراق نیز از اقتصاد این رویداد بهره مند شده و عاملی بودد برای توسعه گردشگری و معرفی بیشتر منطقه.

در ادامه آن توسط یکی از هنرمندان سینمایی محلی، سریالی با نام نون خ ساخته شد که به سبب توانایی تهیه کننده در نمایش جاذبه های طبیعی و فرهنگی ،بسیار مورد توجه اهالی ایران و سایر کشورهای همسایه واقع شد وموجب افزایش میزان شناخت گردشگران از ظرفیت های گردشگری این دو استان شد.

همچنین فعالین مردمی توسعه گردشگری در هماهنگی کامل با سیاستهای سازمان جهانی گردشگری و استعدادهای کم نظیرفرهنگی ، طبیعی ، روستایی و عشایری استانهای کرمانشاه و کردستان ، میزبانی رویداد بین المللی گردشگری روستایی سال 2020 را که پیشتر در رویداد گردشگری همدان 2018 مورد توافق جنابعالی و ریاست وقت سازمان میراث فرهنگی و گردشگری ایران جناب آقای مونسان واقع شده بود را بر اساس مدلی کاملا اجتماع محور و با مشارکت حداکثری مردم تهیه و تدارک دیدند و به وزارت میراث فرهنگی و گردشگری پیشنهاد دادند و با استقبال خوب این دوستان مقرر شد که این رویداد در منطقه مشترک دو استان یعنی هورامان /اورامانات در سال 2020 برگزار شود که شیوع کرونا در سطح دنیا مانع برگزاری این میزبانی نیز شد.

با توجه به نقش موثر این رویداد در معرفی هر چه بیشترجاذبه های گردشگری استانهای کرمانشاه و کردستان به عنوان مقاصد جدید گردشگری و تقویت اقتصاد و اشتغال این دو استان زیبا از محضر ارجمندتان استدعا داریم که مجددا با همراهی و همکاری خوبتان زمینه برگزاری این رویداد را در سال جاری 2022 به میزبانی این دو استان فراهم نمائید تا بدین گونه بتوانیم با رویکرد کاملا مردمی و اجتماع محور به خلق جهانی بهتر با توسعه پایدار گردشگری روستایی پرداخته و بر رونق بازار گردشگری دنیا بیفزائیم .

مدل اجتماع محوری که برای توسعه گردشگری روستایی و عشایری این نقطه از کشور تهیه شده بیش از پنج سال زمان برده و با درک ظرافت های فرهنگی و بومی و محلی و انطباق کامل با معیارهای جهانی توسعه گردشگری بوده و به نظر می رسد که یکی از پیشرفته ترین مدلهای توسعه گردشگری در دنیا باشد که در آتی به حضورتان تقدیم خواهد شد.

Please kindly be informed that the large and beautiful provinces of Kermanshah and Kurdistan in western Iran possess enormous historical and cultural capacities and attractions; however, being unknown, these areas have so far been less-visited by tourists and have been focus of attention of few regional and global events.

These two provinces cover an area of 54135 square kilometers with a population of more than three million and five hundred thousand people. A number of the outstanding cultural heritage of the region have been registered in the UNESCO World Heritage List, such as the Bisoton inscription, cultural landscape of Horaman, Kermanshah as a creative city of gastronomy, and Sanandaj as a creative city of music.

In addition, other outstanding attractions from these two provinces are awaiting registration on the world list, which include historical caravanserais, Taq-e Bostan (Bostan Arch), Qori Qala cave, monuments, cultures, and other historical and cultural entities.

One of the most important cultural attractions of this region of Iran is the hospitality of tourists, which is exemplary across the nation.

In previous years, popular tourism development activists designed a festival called “the Pomegranate season” during the pomegranate harvest season in the Oramanat region, which became very popular with tourists, and due to the fact that Pomegranate is a common product in the region, Kermanshah province, Kurdistan province, and Halabja province of Iraq benefited from the event which served the development of tourism and further introduction of the region.

Then, one of the local film artists made a series called ‘Noon Khe.’which attracted a large audience among the Iranians and some other neighboring countries due to the producer’s abilities in showcasing the cultural and natural attractions of the region which in turn served more recognition of tourism capacities of the two provinces.

Also, popular activists of tourism development, in full coordination with the policies of the World Tourism Organization and using unique cultural, natural, rural and nomadic talents of Kermanshah and Kurdistan provinces, were going to host the International Rural Tourism Event 2020, which was kindly agreed upon by you and the ex-president of the Iranian Cultural Heritage and Tourism Organization at the 2018 Hamedan Tourism Event, based on a completely community-based model with the maximum participation of the people, and proposed it to the Ministry of Cultural Heritage and Tourism Organization. The proposal was well-received by the authorities and the event was decided to be held at a joint territory of the two provinces that is, Horaman/Oramanat, in 2020; unfortunately, the Covid-19 pandemic prevented holding the event.

Considering the effective role of this event in introducing tourist attractions of Kermanshah and Kurdistan provinces as new tourist destinations and strengthening the economy and employment of these two beautiful provinces, we request that you kindly re-endorse holding the event in 2022, to be hosted by the two provinces so that we can create a better world through a sustainable development of rural tourism and increase the prosperity of the world tourism market with a completely popular and community-oriented approach.

The community-based model designed for the development of rural and nomadic tourism in this part of the country has taken more than five years and is wrapped with a good understanding of cultural, indigenous, and local delicacies and is in full compliance with global standards of tourism development, which makes it one of the most advanced tourism development models in the world that will be humbly presented to you in the future.
